On Ubuntu, when the Shotwell main window is resized while a tool with a window is open (i.e. Crop, Adjust, etc.), the tool window doesn't move with the resized main window to remain in an accessible location. This appears to be a result of Ubuntu fixing #3932.
On Fedora, the tool window does move when the main window is resized, but it flickers horribly in the process.
