Steps to reproduce:
Create a tag and add at least one photograph to it.
Create a second tag and add at least one other photograph to it.
Drag either tag under the other to create a parent-child relationship.
Drag the top-level parent onto the 'Tags' item and observe the results.
Notice that, after step 4, both the parent and child tags will have been deleted.
