Right now, this behavior is by design. When you move between photos in the single-photo view, the editing system is reset and any open editing palettes are closed. Note that the same thing happens with the crop tool and the red- eye tool -- they don't stay open when you move between photos either.
However, I can definitely see a use case where you want to crop or adjust a bunch of photos as you move through them. In this case, having to re-open the editing palette each time is kind of annoying.
So the right thing to do here is leave this ticket open and re-title it as “allow editing tools to remain open between photos.â€

My personal wish would be an always-open histogram window, or better yet an histogram displayed in the lower left corner of the interface.
As an example, it could be activated by selecting the menu option "show extended informations", which currently IMHO is not as useful or convenient as it could be.
There are my 2 (euro) cents.
