Copy re-import for offline photo doesn't copy

Original description:
- Import a photo into Shotwell
- Close Shotwell, and move the photo out of the Pictures directory
- Open Shotwell. (The photo should disappear.)
- Now drag the photo into Shotwell to import it
- Select "copy photo"
- Right click the photo and select "view in file manager"
Note that the photo was not copied back to the Pictures folder.
