Shotwell reads the XMP-dc:Subject tag and uses it's whole content as one single tag in shotwell. It doesn't split the keyword list to individual keywords. However, if one choose afterwards the command "change tags" and confirms the dialog without any changes, the keywordlist will be splitet correctly. That means, shotwell already knows how to split a comma separated list, but it fails to do so during import from exif metadata.
System: Ubuntu Lucid Lynx, shotwell 0.10
