This is not our bug. Typing “make†and then “make install†from a Yorba-provided Shotwell tarball installs desktop translations just fine. The issue is with the way the system LANG variable is being set in the clean, chroot'ed, packaging environment. Note that Red Hat had a similar packaging problem, documented here: http://trac.yorba.org/ticket/2661.
Marking as invalid for now; will re-open if it turns out there's anything we can do on our end to simplify this for the distros.
