Currently, it seems as if PhotoFileFormatDriver isn't really designed to accept images formats that can be imported, but not natively saved (to wit: it blindly tries to write a tga image with an alpha channel out as a jpeg if can_write_image returns false).
It might make it easier to add limited support for more exotic formats if there were some way to specify a preferred export format if the image's import format isn't supported (to use the above example, there should be some way to specifically request being output as a png, since it has alpha support). This may help users who want to use Shotwell to sort their texture libraries, sprite sheets, etc.
