Image files coming from cameras usually have meaningless names, eg IMG_7464.CR2 in case of Canon.
When I publish my photos to Picasaweb, Shotwell sets the photo title to the filename (eg IMG_7464) in case the title is not defined by the user.
This kind of titles make no sense and make the gallery ugly, because Picasaweb shows the title in a layer on top of the photo when it is viewed. Title should either be set to something a user has written or left as empty otherwise.

I agree: it doesn't make sense to set the title to the filename when uploading to Picasa Web or any other Web service.

So far, it looks like both Flickr and YouTube require titles, whereas Picasa does not. I haven't tried Facebook yet, but it's looking like this may not be doable for all publishing services.

Facebook doesn't publish wrong titles, so it still might be a Picasa-specific problem. Don't know about Flickr.

Fixed in 8cb6c4fd
Titles on services now come from:
- Picasa: Title only
- Facebook: Title only
- YouTube: Title or filename
- Flickr: Title or filename
The reason for the inconsistent behavior is that Picasa and Facebook don't require titles/captions for photos, but YouTube and Flickr do.
Now you might note that the YouTube API docs specify a yt:incomplete tag that supposedly lets you upload without a title. I could not get this to work -- nor could I find any code on Google Code Search that used this feature.
