It might be useful to some folk (myself included) to have the ability to specify not only publicness but also license when uploading to flickr.

I started to look at this and it seems that for flickr you cannot set license at upload time. But the REST response of the flickr upload contains the photo id's, and we can have a separate transaction to set the license on those. I github'd the start of this here:
