Allow the user to create a time-lapse video out of a set of selected photos. Create a video file that displays each photo in turn, ordered by date/time taken, with a fixed delay between pictures. Default the delay to 1/25 second but allow the user to override (or to specify the total length of the video). Default to a sensible video format, e.g. Ogg/Theora.

What about using h264 for video? How to determine the resolution though? maybe allow original resolution and original*min(800/max(width,height),600/min(width,height))?

Whatever the format, it needs to be a format that is natively supported by Shotwell's existing video support, in order to be able to factorize code and have the video immediately available in the Shotwell library. That means a format that is supported by gstreamer. Furthermore, h264 not being a fully free codec, it may be better to used something else such as WebM or Ogg/Theora as the default (which doesn't preclude allowing the user to change that if his particular environment supports other formats).
With regards to the resolution, I would say default to a sensible size based on the photographs' aspect ratio (which can be 3:2, 4:3, 16:9 or anything else depending on the camera), possibly allowing the user to override it. Which also begs the question of whether you need an option or a sensible behaviour for situations where some photographs have an aspect ratio that is different from the others (do you crop those pictures, add black bands or ask the user?)
