Due to #2560 (closed), it's now possible that users have non-normalized UTF-8 strings in the database. The worrisome case is a tag name, but the other fields that are worth considering are event, video, and photo names. These fields
We should check when the database is loaded that these fields are normalized. If not, the normalized value should silently be written back to the database.
