Duplicate files are auto-imported each time Shotwell starts

If auto-import is turned on, Shotwell will attempt to import duplicate files during each startup scan. If the user's Pictures directory contains a significant number of duplicates, this can be quite annoying, especially since after the auto-import nothing has changed in their library.
One solution is to tombstone all duplicate files detected during auto-import. (We currently only use tombstones when a user manually removes a photo from the library.) If we do this, they'll be ignored the next time Shotwell starts.

Setting to default milestone for this product, "---". Setting qa contact to the default for this product. This bug either had no qa contact or an invalid one.
