Images are stored with rotation in one direction but displayed with the correct orientation due to exif tags. When files are exported they have the wrong orientation (i.e. it doesn't match with what the user see's in shotwell).
Ether on import or export, have the option to rotate the pictures (on file, not just for display) according to the exif data, and then update the exif data to reflect the new rotation.
Essentially perform what exiftran does. See http://linux.bytesex.org/fbida/
