If you tag a png or jpg with, say, exiftool with
exiftool -Keywords='foo, bar' bla.png
shotwell imports the two keywords as one string. So the tag becomes in shotwell “foo, barâ€.
As soon as I open the “change tag†dialog (crtl+M), change nothing but close the dialog, the tags appear as different ones in shotwells database. Exiftool shows no difference for Keywords afterwards.
This is annoying, because it is much simpler to tag a lot of pictures on the command line, especially to change the tags for multiple pictures. BTW, inside shotwell you can't change nor remove tags for multiple photo selection.
Btw, one needs to select 'OK' in the Modify Tags dialog for the comma- separated tags to then appear as separate tags. Selecting 'Cancel' does not change how the tags are displayed.

This is not a bug in shotwell (whereas #2557 (closed) is): Tags set by other programs may contain commas, even though shotwell uses the comma as a separator between tags. Therefore, using exiftool in the way you described, you only set one tag “foo, bar†(again, as stated in #2557 (closed), the modify tags dialog converts this into two tags). If you really want two tags, you have to use:
exiftool -Keywords=foo -Keywords=bar bla.png
