rearrange items in Set Ratings menu

I suggest the following order for the items in the Set Rating menu (both the context menu and top-level):
- 5 stars
- 4 stars
- 3 stars
- 2 stars
- 1 star
- Unrated
- (separator)
- Increase
- Decrease
Rationale:
- Increase and Decrease are slightly more advanced commands, so it makes sense to have them at the end.
- It's nice to have the order of the star-setting commands match the order of Increase/Decrease, i.e. higher rating is upward.
- It's also slightly nicer to have 5 stars rather than Rejected at the top since it's a happier menu item. :)
Happy to discuss more if this is in any way controversial.

Oops – I forgot to include Rejected in the list above. Clearly it belongs immediately below Unrated.

Unknown Component Using default product and component set in Parameters Unknown version " in product shotwell. Setting version to "!unspecified". Unknown milestone "unknown in product shotwell. Setting to default milestone for this product, "---". Setting qa contact to the default for this product. This bug either had no qa contact or an invalid one.
Resolution: RESOLVED FIXED
