panning is choppy when zoomed in part way

To see the problem:

Open a large photo (at least 8 megapixels) and go to fullscreen view.

Zoom in about a third of the way.

Click the photo, hold down the mouse button and move the mouse in a circle to pan around.
The pan feels choppy: I think the display is updating at fewer than 10 frames per second, and there's an especially noticeable delay before the first display update after I start dragging the mouse.

I can't reproduce this any longer. It feels pretty good, not absolutely fluid, but not 10fps.
