The early design for editing was to be modeless, at least in the sense that the user can switch tools at any time simply by clicking on another button -- no need to cancel or dismiss the current tool.
However, in fullscreen mode today, the toolbar does not remain available if a tool is active. For example, if the crop tool is selected, the toolbar will remain on screen, but if it ever disappears (by moving the mouse off of it), it cannot be brought back up. The only way to restore it is by dismissing the crop tool.
Note that the patch for #2166 (closed) removes a guard to prevent the toolbar from appearing when the crop or redeye tool is dragged down to the bottom of the window. We will need to find another way to prevent this behavior with the presence of the zoom slider.
