+1 here for 23hq exporter.
According to 23hq's API docs it should be very easy to implement, as there already is a flickr exporter.

Please, +1 for 23hq support.
I am sorry that I can't contribute the code myself, but it realy should be very easy to add 23hq, because it uses the same API as flickr (http://www.23hq.com/doc/api/):
“We believe that APIs should be open and non-vendor specific to create a common field for interoperability and competition. It doesn't make a lot of sense for us to create a “23 API%†that can only be used with one service. Therefore we're actively working with a wide variety of people in the sharing space to create open standards. In the meantime we've added support for the Flickr %(=caps)API giving any developer who's already has spent time implementing the Flikr API a chance to support 23 in 2-3 minutes."
I think the whole idea of 23hq fits very well to opensource and linux, probably more than flickr ;-)

I recently switched from F-Spot to Shotwell and while I like it a lot, I also miss the integrated upload functionality to 23hq quite a bit.
Instead of simply marking the pictures to upload and pressing publish, I'm now back to using the webinterface and looking for the selected pictures in the filemanager.
So an implementation of this plugin would help me a lot.
