When I import a folder of photos into Shotwell, Shotwell detects imported photos which are duplicates of photos already in the library. It does not, however, detect two photos which being imported at the same time and which are duplicates of each other. It seems like it would be nice to detect these and only import one of the duplicates.

The problem is that when Shotwell searches for duplicates during an import, it's searching photos already in the library, but not the photos that are being processed at the time.
One solution would be to track all photos during an import session and search there as well for duplicates. Another would be to perform one final duplicate check prior to adding the photo to the database (which is a serialized among all the photos queued for insertion into the database).

Maybe, as a complement, Shotwell should have a menu entry to re-check the whold database for duplicates, just in case…

Shotwell is now checking on-the-fly, both for duplicates in the library and in the current import set.
