We don't show Tags or Cameras if none are present in the system, but we show the Events view (i.e. Events master directory page). This seems inconsistent.

It should rather be the other way:
Show both tags and events to make the scope of the program clear.
In the tree view, the first option should always be New Event respectively New Tag. That way, you immediately know what you can do and where. The functionality for that in the menu bar can not be easily connected because it is dislocated from where the function actually is.
Better would be a side pane the user can act directly upon:
Photos
Import From Folder
Events
New Event
Tags
New Tag
Trash

Menus are really a pain to use. That was confirmed multiple times in the usability tests. ;)
Cameras should only be displayed when connected because they are not components of Shotwell.
Last Import should not be displayed on first use respectively if there is no last import.
Im not sure about Import From F-Spot yet. It is very specific and would most likely be needed only once.
