Export secret key passphrase dialog appears more times than the try count

3.30.1.1 Fedora

To reproduce:

Export secret key of a PGP key
Intentionally type incorrect password.

A "Bad Passphrase" message with try count appears giving 3 tries. If the user keeps typing the incorrect password through the tries, the password dialog will still appear again for a total of 6 tries before the password dialog exits.

Expected: Passphrase dialog only shown the number of times specified in the try count before exiting.
