CI: Add Python 3.11 and update other Python installs

Christoph Reiter requested to merge creiter/pygobject:ci-update-3.11 into master

The second commit ports things to Py_TRASHCAN_BEGIN to avoid a new deprecation warning with 3.11 which, thanks to the official Python migration guide, is straight forward.
