timeline: Clip position precision shortcut
No current keyboard shortcut that allows frame adjustment of clips.
Imprecise positioning can lead clips and audio out of sync and can be inefficient to manage without a shortcut.
To fix, a keyboard shotcut was added that moves the user-selected clip one frame, which is relative to the user-selected frame rate.
