QOS is deactivated in video sinks, causing slow playback

Please describe the problem:
720p MPEG2 part4 footage taken directly from my Samsung HMX10C plays back slowly inside PiTiVi, while Totem (also using gstreamer) plays them back decently with a few framedrops here and there. PiTiVi doesn't skip a single frame, rather it plays like it's in slow motion. Problem occurs regardless of framerate set in Project Settings.
Sound is not affected.
Steps to reproduce:
- Import a 720p 50fps MPEG2 part4-enclosed H.264-encoded clip.
- Play said clip either as a preview or from the timeline.
Actual results:
Video playback seems to play in slow-motion, audio doesn't seem affected.
Expected results:
Video should playback at normal speed to keep up with audio, even if frames need to be skipped.
Does this happen every time?
