[regression] Mouse-centered (ctrl) zoom scroll and playhead-centered (alt) zoom scroll broken in various ways

I don't even know how to explain this properly, maybe you'll spot something special with my timeline... but centering is pretty much broken most of the time for me in both zoom scroll modes.
In this video, the broken behavior starts at ~34 seconds. Once you start using alt+scroll, ctrl+scroll also breaks afterwards:
