Add some more responsive UI tweaks for microscopic screen resolutions such as 1024x768

Description
Apparently 1024 is still a thing, and while we won't go to extreme lengths to fit this small of a screen resolution, there are some easy hacks we could make to let the UI degrade gracefully instead of breaking like this:
A few things I can think of, that could be controlled by a globally detected "MICROSCOPING_SCREEN" variable of some kind:
Showing only the icon (instead of icon + label) on buttons like the Import button in the media library (probably the biggest offender)
Hiding some of the |<<, <<, >> and >>| playback buttons.
Bumping down one level the icon size property of the various toolbars to GTK_ICON_SIZE_SMALL_TOOLBAR (for those that are not already at that size)
Removing the spacing between the main components' panes (dividers)
I'd consider that a pretty easy hack.
