Hard-coded 10 second timeout for importing is too short

Description
As discussed in bug #T2172, there's a 10 second timeout when importing files.
I have a couple of large clips I'm trying on import and they take a little more than 10 seconds to import on my system resulting in the "Timeout while analyzing file." error.
As an example, one of the files in question is a 2.1GB mpeg file, described by ffmpeg as:

Running on a 2.8GHz Core i5-2300 takes >10 seconds to import, thus hitting the timeout and failing.
By editing discoverer.py and changing the timeout to 20 seconds, the clips import just fine.
The idea of a skip button as discussed in bug #T2172 sounds like a good solution.
