Consider moving the timeline toolbar to the right

Something has been itching me for quite a while: we have a timeline toolbar with only a handful of items (planned: 6 or so) that has been sitting below the timeline, eating the entire width of the screen for no good reason.
However, it is not super obvious what to do to solve that problem of screen wastage. I strongly believe in spatial contextuality, and so I think it wouldn't really make sense to merge it with the main toolbar at the top (and that would open a can of works: what about the playback toolbar below the viewer?).
To some extent it would be nice to have a minimalistic "floating" toolbar on top of the timeline canvas, but I don't really know how to do that.
Another approach that I'm considering (it has been used in other video editors such as Premiere, if I recall correctly) is to use a vertical toolbar on the right of the timeline canvas.
