meson: Build dependency on 0.51

Marco Trevisan requested to merge 3v1n0/pango:meson-bump into master

Pango doesn't correctly generate introspection bits with previous meson versions, since it's trying to link to the Pango shared library in the system path instead of the one you just built.

Being the introspection generation a default meson option, let's bump the meson dependency to the version fixing this issue.
