Update emoji sequences for Unicode 11
I believe pango needs to be updated for Unicode 11 / Emoji 11.
Specifically, I tried to use red hair man (
It displays correctly at https://unicode.org/emoji/charts/full-emoji-list.html so I think it's pango that needs to be updated.
(Note that many web pages — including Gitlab — specify fonts, and browsers honor that . So just because a web page doesn't display an emoji correctly doesn't mean that it's anything we can fix in GNOME. Also note that web page is large.)
You can find a full list of updated emoji at https://emojipedia.org/emoji-11.0/ but those emoji don't display correctly for me in either Firefox or Chromium here but they do in Epiphany.
Other Info
I guess we need to update gtk also to support the new emoji in the emoji chooser.

- fonts-noto-color-emoji 0~20180810-1 (the Unicode 11 update. A similar version is already in Arch and Fedora 28)
