Building Xft backend still tries to compile Cairo tests (and fails at it)

Description
Context: I have no Cairo, I wish to just build the Xft backend. So I run
$ ./configure --with-xft
which goes OK, and then
$ make
which seems to go OK... until it starts compiling tests.
The problem is that it tries to compile a test that relies on Cairo, despite having been configured not to build the Cairo backend.
In file included from markup-parse.c:26:0: ../pango/pangocairo.h:26:19: fatal error: cairo.h: No such file or directory #include <cairo.h> ^ compilation terminated. make[2]: *** [Makefile:908: markup-parse.o] Error 1
And I couldn't see a way to disable tests at './configure' stage, as a workaround. Is there one?
