Braille bug fixes

These proposed changes improve panning of the braille display in both focus tracking mode and flat review mode when contracted braille is in effect. They also address incorrect cursor placement in focus tracking mode. The rationale for each change is given in the commit message. It is hoped that these changes can be reviewed, improved upon and ultimately merged for testing. All of the proposed changes address bugs affecting my personal use of Orca with a braille display.
