mouse review: Orca takes more than 5 seconds to announce a header on a website

Environment:
- Debian 9 "Stretch"
- Orca master
- Firefox Nightly
I think it is at least an important issue because I'm on a relatively quick computer (Intel Core I7 2Ghz and SSD). I'm also doing each test on a my physical computer, not on a VM.
Steps to reproduce:
- Open this page: https://tracker.debian.org/pkg/firefox-esr
- Move the mouse over "Mozilla Firefox web browser - Extended Support Release (ESR)" and confirm that it's OK
- Move the mouse over "action needed"
Result: From a user perspective I've thought that it doesn't work. After almost 5 seconds Orca announces the title "action needed". Note: Orca also seems to read the title and then the content of the list below. I'm not sure this is the wanted behavior, probably it should only read "action needed"
