Add gsetting to toggle the film strip effect for videos

The film strip effect is an overlay that is added to thumbnails by Nautilus directly is not affected by changes to the thumbnailer.

Add the gsetting 'show-video-filmstrip', making it possible for the film strip overlay to be disabled.

This does not automatically update the view when the gsetting is changed and the change is only observed on a reload of the directory.
