nautilus_file.c: Changed the way the time and date are displayed in properties and column view
There are inconsistencies in the way the time and date are displayed throughout nautilus.
Bring a degree of readability and consistency.
Modified a few if statements in the function nautilus_file_get_date_as_string, and removed the else if for week and year
