placessidebar: Allow opening current directory in new tab or window

Currently if I right click the current directory in the places side bar all options to open are disabled.

This branch moves the "Open in New Tab" and "Open in New Window" options from the "row.open" action to "row.open-new" so that they aren't disabled.
