Keyboard context menu key works very unreliably on files/folders

For both list and icon views, using the context menu keyboard key with one or more files/folders selected and focused doesn't show the context menu until it's been pressed sometimes multiple times.

In list view, there's no visual feedback when the menu doesn't show; in icon view, the selected icons flash momentarily.

This doesn't seem to affect the "nothing selected" context menu when the main pane has focus, nor when an item in the sidebar has focus.

It only seems to affect Nautilus; other applications including native GTK+3/Wayland applications work fine.

Tested under GNOME Wayland; I'm not sure about X.

Edit: right-clicking with the mouse works fine 100% of the time.
