"Report an issue"-link redirects to login page

Steps to reproduce
- Log-out from gitlab.gnome.org
- Click on "report an issue" in the About page
- Be greeted by a login-screen
Expected Behaviour
Nothing technical is wrong... it's just that it's not beneficial to link to https://gitlab.gnome.org/GNOME/nautilus/-/issues/new
directly. The problem is two-fold:
- Logged-in users are not encouraged to search through existing issues when reporting a bug
- Not logged-in users are prompted with a log-in screen without any context. It gives the impression that the development of Nautilus is 'behind closed doors'.
Actual Behaviour
It's better to link to https://gitlab.gnome.org/GNOME/nautilus/-/issues
so that all users, logged-in or not, get to see all existing issues.

I've previously reported this issue for some other GNOME applications, and they did change the 'report' link.
