"Move/Copy to..." dialog selects "Cancel" button when switching dirs

Steps to reproduce
- Create an empty dir
- Select a file and use "Move to..." or "Copy to..." from the context menu
- In the move/copy dialog, navigate to the empty dir (via mouse or keyboard) and enter it
Current behavior
Once you open the empty dir, the Cancel button in the upper left corner will be selected. If you open it by pressing Enter, the Cancel button will be outlined. If you open it via double click you won't get any visual indicator. In both cases pressing Enter will now default to cancelling the dialog. Also because the focus shifts to the header bar, it's not possible to navigate via the keyboard anymore until you select another dir with your mouse.
Expected behavior
Pressing Enter inside the empty dir should activate the Select button, thus moving/copying the selected file(s). Also you should continue to be able to use the keyboard to navigate to a different location after opening the empty dir.
Additional information
I experience this behavior randomly. Sometimes when navigating to an empty dir, sometimes when navigating to a dir with only sub dirs, sometimes when I switch to a dir full of files and sometimes even when I just move a directory level up. The described method using an empty dir is just the only one I can consistently replicate.
Unfortunately I don't know when this issue crept up exactly. I jumped from Files 43.4 to 44.2.1 when I updated from Fedora 37 to 38.
