Three-Dot-Menu in Location bar is slightly different from context menu in folder

Use cases
You want to quickly add a folder to your favourites, so you right click in the folder. You get a menu that contains everything the three dot menu in the location bar contains, except adding that folder to the favourites. Assuming it is the same menu or not even noticing these tiny three dots, you go to the application menu where you also can't find the feature. So for me, it took like 3 minutes to figure out how to do this. I don't see the point in having the exact same menu twice except for one entry. It seems like these menus are logically the same (which they are, mostly)

use the correct menu? Not sure if I used the right issue template, it is more of a design issue.
