no prompt for merge if skip files is selected first

Steps to reproduce
- copy a set of files and folders to a directory, where the files are listed first
- add a new file to one of the folders in the original directory
- copy them again
- you will be prompted that the file exists and ask to replace or skip, press skip
Current behavior
The copy will complete, but the new file won't be present. The copy process takes the "skip" preference from the first file and applies to it the directories. files obviously don't have a merge option so that's not available there.
Expected behavior
The copy should skip existing files, but still prompt to merge directories
