Thumbnails and icons depend on display scale

Steps to reproduce
- Have a 4k Screen (I have two and the behavior was first notices when moving a file window between screens)
- Set the screen to 100% scaling and Files to list mode. Observe the icons and thumbnails (or lack of) in use.
- Set the screen to >100% scaling (fractional or integer does the same). Observe the thumbnails now show correctly and the icons in use have changed.
- If you have two screens, set one to 100% scaling and one to >100% scaling and drag a files window between them. Observe the Icons change from one screen to another. Particularly the icons will change when about 20px away from the screen with >100% scaling but not in the other direction.
Current behavior
When scaling is set to 100% the icons used in "Listy" view of Files are incorrect and thumbnails don't show. When set over 100%
Expected behavior
Scaling should not change the icon style or whether Thumbnails are shown.
Additional information
I've also tested setting a screen to 1920x1080 and observed the same behavior (100% scaling is incorrect, greater than that is correct).
