Nautilus doesn't fit on <10 inch tablets in vertical position

Steps to reproduce
- Install Linux distribution with Gnome on any devie described in Additional information. I tested this issue on HP Stream 7 Tablet with Ubuntu 20.04 and 150% screen scaling.
- Rotate tablet to it's default vertical position (vertical position if default for all x86 tablets below 10 inch).
- Launch Nautilus
Current behavior
Nautilus window doesn't fit on the screen.
Expected behavior
Nautilus window fit on the screen, just like in horizontal position or with higher screen resolution/lower scaling factor.
Additional information
A little bit of background: depends on the physical device size, screen resolution and user health condition (eye diseases) users need different screen scaling. Usually on smaller devices (7-8 inch) with regular screen resolution (such as 720x1080 or 800x1080 which is regular for tablets of such size) users need to set higher scaling factor, such as 150%; bigger devices (10-11 inch) with HiDPI displays usually need 200% or so. On lower scaling factors these two categories of devices is just unusable for many people. Of course, there is other categories of devices, such as 8 inch HP Pro Tablet 608 with 2048x1536 screen, that need at least 225-250% scaling to be usable due to high screen resolution.
Bottom line of previous paragraph is: if user set some scaling factor - he actually need it. Lower scaling factor is not an option. And user may need to use Nautilus as well, as there is not much choice of file managers with touchscreen support.
Anyway, Nautilus suffer from exactly same issue on all these different tablets - in tablet vertical position Nautilus windows just doesn't fit the screen. User need to move window around to get access to all controls inside Nautilus window. Devices that have both of gyro driver and entry in hwdb database could be rotated to horizontal position to workaround this issue, but unfortunately hwdb database entry is available only for a limited range of tablets. Gnome Control Center also missing screen rotation settings on many devices, so last resort to get access to full Nautilus window is editing monitors.xml manually.
