Files should respect the system setting "Never prompt" for drive containing DCIM photos

At the moment Files shows a header prompt with "contains digital photos" when a removable drive with photos in a DCIM folder is mounted (i.e. "x-content/image-dcf"), with a button for e.g. "open Shotwell".
IMO Files should respect GNOME's Settings -> Devices -> Removable Media preference for this when either Photos -> Do nothing is selected, or "Never prompt" is ticked, and not show the prompt bar in this case.
Having a close box on this prompt bar could also change the "Photos" setting to "Do nothing".
@aday - @oholy disagrees that Files should follow this preference (see the previous bug) - do you or one of the GNOME design team have some input on this?
