Mixed scaling (2 displays) results in a broken experience.

Bug summary
If I start an application (any application) the right click menu doesn't work inside that window. I need to resize it at first. While resizing the window jumps to a minimal state(?) until the resize starts.
Steps to reproduce
Requirements: You need 2 displays. One set to scaling of 200%, one set to scling of 100%
- Open an application, like nautilus
- try to right click a file
- try to resize the window
What happened
- Right click wont work unless resized
- Resize makes the window jump to a minimal state before resizing
- Zoom effect is brocken
What did you expect to happen
- Right click should work
- Resize should not lead to first off jump to minimal state
- zoom should just work

I can move the windows around without problem, it's only on resize action.
This also breaks accessibility, the zoom effect is broken like this: the black area flickery heavily on the screen (only shows black on screencast)
