Improve placement of new windows to avoid "always on top" windows
Feature summary
Currently (on Gnome 45) when I mark a window as "always on top" and I open a new application or a new window, it sometimes appears entirely occluded by the "on top" window. I can close but cannot move the new window in the overview.
This is particularly troublesome on an ultrawide (32:9) monitor, where I tend to layout the windows in 3 columns with one of them "always on top" and "always on visible workspace", so there's plenty of space on the other 2/3 of the screen.
How would you like it to work
It would be nice if gnome-shell would preferably open new windows on the remaining non-"always on top" space.

I'm aware of the window management work happening as referred to in https://blogs.gnome.org/tbernard/2023/07/26/rethinking-window-management/
However it seems this is still some ways off, and it would be nice to have a temporary solution for this.
