Super + P works different (wrong) then the monitors panel in settings

- with and without extensions the same result
Bug summary
when I press Super+P to switch from mirrored and then back to extended, the screen order is twisted. 2 left of 1
when I do the same with the settings app dialog it works as expected though. somehow super + P does not the same as the dialog. it does not restore the previous config.
Steps to reproduce
- press Super + P to switch to mirrored setting
- press Super + P to switch to extended setting
What happened
display 1 and 2 are not the same order any more.
What did you expect to happen
display 1 and 2 are the same order as before (1 left 2 right).
When I then use the settings panel again after the Super + P toggle OR logout/login - it will restore to the expected config also.
