compose key stopped working

Bug summary
After updating to silverblue 39 the compose key (set as right alt) stopped working in all applications. I have tried to reset it up to another key, but still no luck.
Steps to reproduce
- setup compse key to right alt
- press the compose key
- the following key press just input the keys pressed (no compose).
What happened
Compose keys did not work.
What did you expect to happen
compose key worked.
Relevant logs, screenshots, screencasts etc.
Not sure where I can get relevant logs. Please let me know how I can help.
Sorry if it is the wrong place to report that, I was not sure if it is mutter or shell or another component that manage the compose key.
