Titlebar persists on fullscreen games.

Bug summary
When openning a game like Cities: Skylines or Portal 2, the titlebar may appear on top of the game window. The titlebar has no controls or text on it, just a blank bar similar to the theme you set.
Steps to reproduce
- Open a game like I mentioned above.
- The titlebar (without controls or text on it) may overlap the game window. Sometimes it may persist, sometimes, it doesn't.
What happened
The titlebar is present on a fullscreen game and sometimes persists.
What did you expect to happen
The titlebar is not present on a fullscreen game and shouldn't persist.
Relevant logs, screenshots, screencasts etc.
- The titlebar only really persists (at least on Portal 2) if the window "exits" fullscreen then enters it again for a short amount of time. There would be black space around the game window with a normal titlebar.
- If the titlebar does not persist, it seems to toggle fullscreen in the background or resize it in a way.
- Workaround for Wayland and X11: Just toggle fullscreen in the game.
- Workaround for X11 only: Go into the Activities overview and go back into the game.
- An issue is present here: #397 (closed) but has since closed as it has been fixed. However, this bug was reintroduced in GNOME 44 but was not present on GNOME 43.
- When interacting with the "persisted" titlebar fullscreen game, the content shifts but not visually. So when you click on a button, the button won't be clicking on the thing labeled. It seems to shift around titlebar height.
- Sorry if I use GNOME versions instead of Mutter ones, I'd figure they are the same. I'm just an average user of GNOME and really enjoy it.
