Setting keep-alive-timeout to 0 leads to unusable windows

Bug summary
During loading screens of games mutter reports the game process as unresponsive, even though it really is not. So I tried to disable the check via gsettings set org.gnome.mutter keep-alive-timeout 0
but once I set that I could no longer use applications, as they behaved like they never got focus. This happened for e.g. Steam, Firefox, dconf, HexChat but not Thunderbird or gnome-terminal.
Steps to reproduce
- Set org.gnome.mutter keep-alive-timeout to 0 (which should disable this check)
- Open e.g. dconf-editor or already have it open and try to click something
